A mortgage for a Tashkent apartment in 2026: deposit, subsidy and true budget
How to connect an apartment price with the loan cap, LTV and your own funds, check subsidy eligibility and test the monthly burden before paying an advance.
Searching for a mortgage-eligible apartment in Tashkent often begins with “how much will the bank approve?” A better household question is: what purchase price remains affordable after the deposit, transaction costs, monthly payment and an emergency reserve? A listing marked “mortgage possible” only indicates that the seller is prepared to consider that route. It does not mean a bank will approve this borrower, accept the apartment as collateral or finance the entire gap.
The search intent reflects a more active market. The Central Bank reported 110,100 real-estate sale and purchase transactions in Uzbekistan during the first quarter of 2026, up 48.4% from the same period a year earlier. Transactions in Tashkent rose by 64%. The regulator identified expanded mortgage lending as one factor supporting activity. Current public listing results also connect mortgage terms with both new-build and resale apartments. That is evidence of practical intent, not an absolute monthly search volume.
This guide was updated on 24 August 2026 from open government sources. Products, rates and individual credit decisions can change, so final terms must come directly from the chosen bank.
Separate the three limits
A mortgage budget is constrained by three figures: the product or programme cap, the permitted loan-to-value ratio and the borrower’s repayment capacity. The strictest of the three controls the result.
Official 2026 programme information gives a maximum refinanced mortgage loan of up to UZS 480 million for an apartment in Tashkent. This is a loan cap, not a property-price ceiling and not an amount promised to every applicant. If the home costs more, the buyer must fund the difference from their own resources or another source accepted by the bank.
The Central Bank publishes LTV, the ratio of the loan to collateral value. Its current page shows 80% for mortgages to individuals and 85% for mortgages refinanced with Ministry of Economy and Finance funds where average monthly income can be established. A bank also values the apartment. If that valuation is below the contract price, the bank may calculate its percentage from the lower figure. Consequently, “price minus 15%” does not always equal the cash required at completion.
The third limit is income and existing debt. Even when the price fits both the cap and LTV, the bank may approve less because of current loans, verified income, term or internal policy. A preliminary assessment is useful before selecting a property; the final answer normally follows checks on both borrower and apartment.
Calculate your own cash in four lines
Write the apartment price first. On the second line, enter a potential loan no higher than either the product cap or the applicable LTV. The third line is the difference between price and loan. The fourth contains costs outside the property price: valuation, insurance, notarial processing, product-specific bank charges, moving and a minimum reserve.
Suppose an apartment costs UZS 500 million. At 85% LTV, the theoretical maximum is UZS 425 million and the buyer funds UZS 75 million of the price. If the bank values the home at UZS 470 million, 85% becomes UZS 399.5 million, increasing the price gap to UZS 100.5 million. At 80% LTV, the upper boundary against a UZS 500 million value is UZS 400 million. These examples explain the arithmetic; they are not credit decisions.
For a UZS 650 million apartment, the UZS 480 million programme cap is stricter than 85% of the price. The buyer needs at least UZS 170 million for the price difference alone, followed by transaction costs and a reserve. This is why a catalogue range should reflect the full affordable price, not the maximum loan simply added to every last unit of savings.
Open theUylari.uz apartment catalogue, select several homes in one range and record price, conservative valuation, potential loan and own contribution for each. The comparison quickly exposes which option remains workable if the valuation comes in lower.
What a subsidy can and cannot do
A state subsidy may cover part of the initial contribution and part of interest costs when an applicant meets the criteria and receives a positive notice. Applications are submitted through a Public Services Centre or the Unified Portal of Interactive Public Services. The official notice relating to Decree PF-29 states that 2026 applications within approved allocations run from 16 March to 1 December.
A subsidy is not automatic mortgage approval. The bank still examines income, debt burden and the apartment. A positive notice does not make every property acceptable collateral and does not remove the need for the buyer’s own money.
An official explanation dated 17 July provides a Tashkent example. For a mortgage of up to UZS 480 million, it describes an initial contribution of UZS 84 million, with UZS 54 million placed by the applicant in a mortgage deposit account and a UZS 30 million subsidy requested by the bank. This is a specific illustration of the current mechanism in that government notice, not a universal budget for every purchase. The property price, valuation and buyer’s expenses change the total.
Before relying on a subsidy, check the live my.gov.uz service page for household and income criteria, refusal grounds, the notice validity period and current application status. Do not build a purchase around an old social-media graphic: dates, amounts and procedures can be revised.
Prepare the bank file before viewings
Official legal guidance lists the borrower’s and co-borrowers’ identification, the housing sale agreement and income information for the previous 12 months among the core documents. A bank may request information within the law and its process, while the sale agreement itself comes later once a property has been selected.
Before serious viewings, assemble income evidence, all current credit and mandatory-payment details, information for a possible co-borrower and the cash available for the deposit. Concealing debt does not improve affordability; it is likely to appear in bank checks and can disrupt the plan after an advance has been paid.
Ask for preliminary schedules over at least two terms. A longer term can reduce the monthly payment but generally increases total interest. Compare the payment schedule and effective cost, insurance, fees, early-repayment terms and late-payment consequences, not only the advertised rate.
Stress-test the monthly payment
Bank approval describes risk acceptable to the lender. A household needs its own resilience test. Start with recurring net income and subtract living costs, existing debt, property upkeep, transport, education, healthcare and seasonal bills. Do not treat an occasional bonus as permanent income.
Run three scenarios. In the base case, income and costs follow plan. In a strained case, income falls temporarily while household expenses rise. In an emergency case, one main income disappears for several months. The reserve must support both the mortgage and daily life. If the contribution empties every account, the property price is too ambitious for the household even if a bank is willing to lend.
For a variable or reviewable rate, ask exactly when and by what formula it can change. For a fixed product, confirm whether it is fixed for the full term or only an initial period. An online calculator helps with selection, but the signed agreement and repayment schedule define the obligation.
Compare a mortgage and developer instalments on one basis
Developer instalments may appear simpler because the document set is shorter, but they must be compared on total cost. Record the initial payment, every later payment, term, cash price, any uplift, when title is registered, refund rules and penalties. Confirm construction status and the contract structure.
A mortgage brings a bank assessment of borrower and collateral, but that does not replace the buyer’s legal and technical review. Instalments likewise do not remove the need to examine the developer, project rights and handover terms. The decision depends on own funds, duration, contractual rights and vulnerability to a fall in household income—not the financing label.
Eight answers to obtain before an advance
- What is the preliminary maximum loan for this borrower?
- Which LTV applies, and which valuation forms its base?
- How much cash is needed if the bank valuation is below the price?
- Does the apartment meet bank and programme requirements?
- Is there a positive subsidy notice, and when does it expire?
- What valuation, insurance, notarial and banking costs apply?
- What happens to the advance if the bank rejects the borrower or property?
- How does the household budget behave if income falls for several months?
The advance agreement should identify the apartment, set the deadline for the main transaction and explain refunds after a bank refusal. Do not pay a non-refundable amount merely to remove a listing before the bank has explained its stages and key property information has been matched to documents.
Conclusion
A Tashkent apartment mortgage in 2026 is built around the lowest of the product cap, permitted LTV and the amount supported by income. A subsidy may reduce part of the initial burden, but it does not replace a bank decision, the buyer’s contribution or a reserve. Obtain a preliminary model first, select homes within the resulting range, allow for the valuation and only then negotiate an advance. That sequence turns “mortgage possible” from a search label into a financial plan that can be tested.
